Have you sent out a lot of swapnotes? You have to send out a few before you can unlock the ability to get and use the new ones. I don't think it's much farther down the road if you can use more than the default.

I kind of hated those. It never made sense to me for a portable game to be bogged down with slow, boring RPG elements, while the console games are are just pick up and play.
