I don't think so. I'm not a whaleologist but I've seen plenty since moving to Seatown almost 18 years ago and that didn't seem like one at all.

I'm no icthyologist, but a ray can look a lot longer than it is in the right light and have move with no wake just under the surface. I've seen them have a similar effect. They're not much smaller than that to begin with.
