It's a D power chord with a flat13. I don't know what it's called, typically 13s involve the 3rd and the 7th and this has neither. Voicing it over the flat 13 like that is going to make it sound pretty chunky. If you were to have the bass player play an A# it would suddenly sound pretty.

You know way more theory than I do, so I'll defer to you on this one. I just know how to play wildly dissonant shit when it's completely inappropriate to do so. The vocal melody over top of this sounds like cats fucking.
