Nope! It's a full size GI Joe jet though

Soooo weak. I've been saying for years they need to do a GI Joe/Transformers crossover line where the Transformers are vehicles for the 3.75" Joes (but still transform). Sure they'd be expensive as hell, but it's not like they'd be aimed at kids anyway.

EDIT: I suppose they could do the same idea in the Human Alliance scale to keep costs down, but it just wouldn't be the same with midget Joes.

Scale-wise it's pretty rad, transforming or not IMO.
