You didn't find the lack of towns and large maps an enormous step down from XII?
Seriously, after playing more of XII which has towns you actually care about going back to and look amazing, not to mention a huge open world that is arguably the best one ever made in a Final Fantasy, the whole direction XIII took with on rails no interaction bullshit is even more disappointing.

FFXIII isn't the best game, but I'm enjoying it quite a bit (currently in chapter 10 in the Japanese X360 version - Easy Mode FTW!).

The non-town npc's are always my favorite npc's. It feels like they're going on adventures with you. Sometimes they're even in town!

I considered the characters, story, visual design, sound, and gameplay to be an enormous step down from FFXII. What people are you talking about? Like, the one kid who gives you a hunt?
Everyone else you talk to is in a hunting/fishing village, the mountain temple, bunny forest village, Rahbanaster or some other large capital. Name one important character that you didn't interact with in something that resembled a city or village. You can't, because you're making shit up.
Do you mean like the one Warchief who you see fighting on monster and then all of your conversations take place in his village? Or, what are you talking about?
Aside from some random no name moogles, a guard that is hurt and gives you a chocobo to rent in exchange for a potion and the people that join your party almost all NPC interaction is done in towns.
