There is a difference, but it really depends on how the Wii U upscaler is getting along with your TV's build in scaler. For me, colors look more vibrant like Geo said, and the contrast/sharpness is slightly better as well.

It's been there since day 1. The Wii OS running on Wii U has the same holes as a real Wii. That's part of why Wii mode is a walled off garden with in the Wii U.

Same with Vita.
