Yes, there is an actual reason for a new generation. Sales right now are around half of what they were at their peak in 2011.

I remember a Next Gen article from like, 1997 that lamented that game development costs tripled from 16-bit to... $1 million. And shortly after that Konami was gearing up to spend 10 times that on MGS2. Yet we somehow new franchises have come out since then.
My dream exclusive for this looks to be a reality.

Many of the best selling games of this generation were new IPs. Mass Effect, Gears of War, Uncharted, Assassin's Creed, Red Dead Redemption, Minecraft, Bioshock, Motorstorm, Resistance, Little Big Planet, etc. Really, the only company that fared poorly with new IPs was the Wii, with its best selling collection being Wii Fit, Wii Play, Just Dance, and the Michael Jackson Experience.
No, almost none of these games were at launch, but anyone who thinks a new generation won't have new IPs hasn't looked at a videogame store shelf, digital store, magazine, or been online in the last decade.
