Its an honest question. Fresh catfish is on average something like 1.00-3.50 per pound if you are buying it straight from the producer. It is probably one of the cheapest fish to cook with in the US.
What exactly would go into a 15$ catfish plate to justify the price?

This is a real question. The most expensive thing on his menu is a cheap southern staple. Everyone around him is going to know that. He isn't slinging this shit in a none southern state where it might be considered exotic.
I want to know why it is 15$. If he doesn't have a good answer for that, he needs to reconsider his menu. Because he will get locals wanting to know the same thing. He will be asked "how many fish come with that?" and "does it come with sides?"
After you factor in drinks, we're talking about a 20$ meal. There is a pretty limited market in the south for 20$ single fish, no sides, grilled catfish plates.
