I don't know how anyone beat this game without the hint guide. Did the guide actually come with the game back then? All I've got is a normal instruction manual.

I refused to use the hint guide until I reached the dams.
A guy on CL has a Model 1 with High Definition Graphics, all hookups, 2 6 Button controllers and 10 unremarkable games (Mean Bean Machine and Sonic 2 aside) for $40.

I agree with SSJN. Assuming the games are worthless, $40 is a little high for the system but it may be worth it so you can check out the system and make sure it's not a broken POS. Also, genuine Sega 6 button pads are getting hard to find these days, so if they are original and in good shape that's a good buy.
