I don't think that's the reason. It's probably that the majority of the movie, what takes place on Endor, is just really, really dumb. Not for the Ewoks either, it's just the logic and staging are so inconsistent with the rest of the series.
First act and final Vadar/Luke/Emperor scenes are pretty memorable though.

ROTJ is my favorite one while ignoring all the silly Endor stuff. As a complete movie I'd probably have to vote ESB.
Yup, ESB for sure. RotJ went a bit over the top with Ewoks, sister, etc...

ESB. It's the best-directed film of the trilogy with (arguably) the most iconic moments in the series. #2 for me is the original film, with ROTJ being last, but still good. After all, that movie gave me my favorite Stormtrooper (the Biker Scout).
