Because the out-the-gate premise of 'pay $60 every time we want to tweak mechanics, characters, and add in 2-3 new characters' is cheaper. Of course.

They added six new characters in Revelator.
I'd definitely rather have the option to upgrade my old game to the new one for $20 like SF4, but really... I'm not going to complain. Everything in this game is done so well; then I think about everything wrong with SFV and it makes it even better.
