The parents knew magic existed. Evidence- they took the kids to trolls who magically healed them.
The parents also tried to "help" Elsa not by locking her away but by hiding her until she learned to keep every single possible bit of evidence of her powers hidden away. If Elsa slipped up in public it was all over, so into hiding she goes. That cheesy "conceal don't feel" thing is what they were trying to train her to do. It just got a little lost in the "Do you want to build a snowman" montage, is all.
