Cinemagraphs are neat and creepy. Still image up top, mask out the movement. Oh man!

Yes, that's basically what it is. It's almost like capturing a moment in 256 colors. You find a loop where one doesn't naturally exist and you freeze that motion in a GIF.
Many artists treat them almost like moving photographs. Examples (definitely not by me):
