Sega published an arcade version of GRID?

Yah, after codemasters acquired the staff from Sega Racing Studio, they made an arcade version of GRID using the same hardware as Rally 3 so the same staff made the only games for this platform. Pretty sure that GRID only saw formal distribution in Europe and Australia, same goes for Rally 3. Neither came to Japan and my unit is likely the only one in the country.
