A big part of the problem is that police investigate their own shootings. I think, and I'm not in a position to research it right now, that there have been 0 convictions in officer related shootings in Missouri. Ever. There was one case that was settled out of court with a NDA or whatever, then the officer involved killed himself. It's a good ol' boy network.
Something like 93% of all arrests in Missouri are minorities.

In Ontario, any shooting involving a cop, or any accusation of brutality, sexual assault, etc. perpetrated by a cop is investigated by an independent civilian organization with the power to refer charges to crown prosecutors. There is no 'internal affairs' department or anything like that. It''s completely external and separate from law enforcement.
There's no legitimate excuse for Missouri not to have something equivalent, if not better.
Cops moved media back to media zone. cops formed their line, protestors lined up backwards in front of them and now theres a standoff.
