Maybe it was doing something like a scan or update?

I can turn it on when I want to do a system scan, or when I want to update it.
I was playing the Witcher 3 the other day and was wondering why I was seeing a little slowdown inside of the cities. It was because of Windows Defender jacking with my performance. I played the game today with WD turned off and it ran smooth.
It was only showing about 2% usage for Windows Defender, but it was causing the system to use about 11% when the system as a whole should only be at 2% when idle.

It could have been cortana. Defender on my system wasn't doing that, but the Anniversary update forced cortana on for me. It was using about 15 - 20% CPU usage at all times, made a registry entry to turn it the fuck off and I'm back to normal idling.l
Cortana shows 0% usage. Antimalware shows between 3-7%.
I've checked off on WD not scanning its own file. I've read that there is a bug where it will scan itself over and over again. I still plan on turning that shit off when I'm gaming or using Sony Vegas.

Okay, this shit is pissing me off. I open up task manager, and I'm seeing @135 processes running. Everything seemed to be running fine until the Anniversary patch was updated. I don't even see that many processes running on my 2500K PC in the living room. I am so close to just nuking the setup and doing a clean install of everything.
Seriously WTF is up with the fuzzy fonts in Office 15 / Windows 10? It's only Office.
