Sorry, missed your question yesterday. I kind of don't want to sour anyone to the game and it sounds like bitching so I'll just spoiler the details.
This is just an initial feeling and hopefully I'm wrong, but IMO:
jabs are still king
rush down oriented, mix up city
It feels like they got rid of SF4 jab pressure but it was just replaced with jab defense. Its still not a terrible idea to just mindlessly mash jab, just in a different situation. Jab hit confirms aren't the biggest damage but they are still going to end up being a huge part of the game.
They gave every button a purpose, but in the end that means most characters have buttons in footsies that are 'oh man thats good'. This is fine, but because all characters feel capable, at low and mid skill levels it turns into everyone standing around hitting mid range buttons randomly hoping they picked the one that beats the other person, winning half the time and losing half the time. It turns matches into rock paper scissors. I fear that at higher levels, it will mean footsies are risky and too unpredictable- leading to memorizing setups and just running those.
I watched some WNF and the fights were pretty awesome, so I think the game can be good. But at the low and mid level I think it might actually be in a bit worse situation than 4. I'm hoping this passes quickly once I (and everyone) get enough time with the game (like the people who have been practicing for weeks on early copies).
Again, this is all super preliminary, and based on just a couple nights of playing like a total noob online. Also, all the things I described might be awesome for some people, and maybe its just bad for me.

You didn't ask me but I'll answer!
I got the HRAP4 also. It feels a bit light but I like it a lot. I did replace the buttons and stick, though they seemed to work fine, just not my style (buttons are a bit mushy compared to sanwas, stick feels lighter and.. clickier?). I used it stock for a few months so the hori parts seem to be fine. If you want sanwa parts it will cost you another 40-50 so factor that cost in.
Modding isn't hard, you have to unscrew 6 or so phillips screws from the bottom, and I actually like access from the bottom rather than the top so you don't have wires getting pulled when you open. Its simple to open with a screwdriver but the treads are plastic so constant opening might mess them up a bit. Buttons all have quick disconnects so its simple to switch.
I like the button placements, start on front, PS button on right side (but below an overhang so less likely to bump it), and touchpad on back.
The turbo is super annoying to set and even figure out whats going on. I turned it on by accident and it took me an embarrassingly long time to figure out how to turn it off.
It has a long cord and a really easy/nice large cord compartment. No headset jack so you need a USB headset to chat.
I think its way better than the TE2. But I'd like to see the new TE-S+ and compare.

I don't think the 'ranked' numbers actually mean anything right now, I just beat up on somebody who was like '#763' without a lot of grief. Are the offensive/defensive fight stat things actually tracking for anybody yet? Hard to find an actual win/loss percentage that's working yet.

The 'best poke wins' thing isn't that simple, I think. There seem to be a lot of tools that no one fully understands tied up in the V-Trigger / V-Reversal / V-Skill stuff, Crush Counters seem really powerful, and everyone's general mobility seems a LOT better than SFIV.
It seems to be much more catered to how I like to play these games, which I appreciate! 'crash through defense, don't die, hit really hard.'
