Well it's not just a matter of the screen being off. It's plugged directly into a power source so no worrying about battery life, plus you have much better cooling while its plugged into the dock. It's not really anything new, laptops and similar devices have been doing it for a long time now.
I like the notion that this design approach is so docks can be made and sold cheap. The Wii U had that whole '$150 controller' problem that made it impossible to bother supporting it outside its inclusion with the system. Having a cheap dock means you could just buy one for the relatives if you wanna visit and play, instead of lugging all the components around.

Also it means you don't need to release a whole new system to do special editions. There will be a Zelda special edition dock and I will buy it.
I bet a Monster Hunter dock would sell like crazy in Japan.
Multiple docks for multiple TVs is the way forward.
