Oh boy, DotEmu!
They're publishing, not developing. It's being developed by a new dev called Lizard Cube, headed by Omar Cornut (Tearaway, Pixeljunk Shooter, Soul Bubbles, and the SMS emulator Meka). They shopped it to a few publishers, but they didn't have the rights to the "Wonder Boy" name (only the game itself, licensed through Westone), so I imagine Dotemu was helpful in that regard.
It looks super gorgeous, too. It's basically updated 2D, hand-drawn graphics over top of an exact 1:1 port/emulation of the original engine.

The video's up on the official site now. This looks much nicer than Monster Boy.
It really does, although in fairness, Monster Boy has improved a lot since it was revealed. But it doesn't have the lovely art direction this does.
This is a really interesting remake from a technical perspective, because it's actually a heavily enhanced emulator. Graphics replacements in emulators are nothing new (going way back to EmuDX, in like 1999) but this seems to take it a lot further than just 1:1 tile replacements. There are more frames of animation, giant hand-drawn background objects, parallax layers, cut scenes, etc. It's basically just using the emulator for gameplay logic.
