Between the National Parks Service and the Badlands NPS both deleting tweets and going offline immediately after tweeting about inauguration crowd size and climate change respectively, it would appear government agencies are not allowed to post on social media about certain subjects.

You take the king's money, you do the king's bidding. Sometimes your employer tells you that you're not to speak to the media or make public statements on behalf of the company. This is especially true if you work for certain federal agencies. Same rules applied for years, it's just only become scary and terrible for the last few days for some reason.

Everybody has a boss, true. But the rank and file are subject to department policy and whatever management/supervision is in place. As far as the heirarchy is concerned, those supervisors are there to do the will of "the people." You don't get to say whatever you want on behalf of your employer. I mean, you can, but there are consequences.
