Free trade is one of the driving forces behind the peaceful times we live in. Tariffs are a poor tool because they unbalance a fair market. Free trade agreements that work imo focus on labour rights and living standards enforcements. Since labour is the biggest expense of businesses making sure Mexico is paying its workers more than a few pennies while Canada or US is paying dollars forces countries to be competitive via tax rates and other positive incentives.
Tariffs should be reserved as penalties for corrupt regimes not trade with other democracies. Ironically tariffs actually threaten mid sized manufacturers relying on steel as well–if you read any articles from chief staff at companies highly effected by these ideas they generally seem to dislike them.
