I don't get Capcom. They can go from shitting on their fans with digital-only Phoenix Wright releases, to being all like "yeah, we'll take a stab at that P.T. game you guys wanted." All over the spectrum, those guys.

Not sure what to make of this. Does this have anything to do with any of the RE games, or is it pretty much a brand new IP but with the RE name? It looks really interesting, but is it RE?

The story follows the events of RE 6 according to Capcom's press release:

PlayStation Plus subscribers can now download the standalone teaser demo for PlayStation 4 called Resident Evil 7 Teaser: Beginning Hour and will have first access before it is available on other platforms at a later date. They say, "Yeah, we saw all that hype over Mighty No. 9, but fuck Megaman."

And then say, "but you know what we really need? To reinvigorate RE! No one cares about the series any more after we shit all over it, but let's give it a crack!"
