Pretty much exactly that, yes. I got good use out of the Ouya at $100, but never once for actual gaming. I have no idea what the Atari VCS is supposed to be selling itself on other than the name, though. All the media services are better done through a $35 Roku, and there won't be a single exclusive game on there.
Also, bad video is bad. You can use an existing controller, the Atari-branded 360-alike is unnecessary.

They made a bunch of 80's inspired games like that, and I'd seriously consider getting one.
It's not looking good for the fools that backed the VCS.
