I just got around to checking. I was playing Metal Slug 5 and it has the button config, so I assumed the rest of the games do. I was wrong. Oh well.
Korly-"Everyone here is an asshole, SURPRISE!"
Ok we are both right. There is no macro button config, which sucks. But, some games have in-game button config, and not others. It is fucking bizarre, I can only guess that they put in some arcade roms (no config) and some home cart roms. For example, KOF 98 has button config, but KOF 02 doesn't. At least now I can play Ninja Master's so B and C are not far apart.
