This is weird, I got an empty tenament and a few job sites near by? Whats up with this?

Might be a couple of things:
1) Everyone at nearby jobs already has other housing
2) The people nearby don't care much about housing and are content to stay in their shacks...bulldoze them!!
3) You are charging rent that is above the 1/3 monthly income maximum.

Without knowing you exact situation, I can't provide much more info. than that.

I agree but it also might be that you don't have enough people to work especially if the places require high school educated people
