Reality Country Games

Are there any games out there that simulate a country where you can implement, say, China's Single Baby Policy in a country designed like India or have a Cultural Revolution in the US where after Emancipation, the slaves were in the ruling class?

Superpower 2.

However, Superpower 2 is very buggy, has many odd features, and doesn't really have realism on it's side.

The Civilization series - you can control population growth amongst other things.  Civ I has slavery,  emancipation,  and slaves overthrowing their masters.  Civ III doesn't have slaves ( :-( it was easy workforce in Civ I !).

Tropico!  If you can write scripts,  you can limit babies to 1 per family,  and make other changes to simulate the effects of,  for example,  slaves being the ruling class.
