How do I make an event script and of what format?

An Event Script is the basic building block of the Scenario Script which is the driver for every "scenario."

To make one, you must obtain a copy of the documentation for the Tropico Editor. The editor is part of your game already, so you just need the documentation telling about it. With that you can learn how to ... .

There under "Map Editor," you will find:
Tropico Scenario Editor Manual, (111 KB) = The map editor documentation from PopTop compiled into one Word document. Now updated for editor version 1.03 and version 1.5 Paradise Island, with annotations by Cafe Tropico. Conditions and effects reorganized for easy location.

I hope that gives you a bit of an introduction to an interesting aspect of the game. Writing events/scenarios can be as simple or as complex as you care to use the tools available.
