I posted the below in a reply in a different area but I think it worth posting here:

I think we need a Customs Office.

Oh you are a tourist senor?  Do you mind if we look through your luggage?  What country did you say you are from?

Once you have built your customs office and have it staffed you should then be able to detain, arrest, and control tourists who might need it.

Silly maybe but it might be kind of fun.

Tourists should be controllable just like Tropicans.

Throw 'em in the slammer too!

YES! Throw them in the slammer. Then their imperialistic, over-fed Yanqui relatives will be forced to come arrange for their release....For a *modest* fee naturally.

They are too nosy anyway. I build a beautiful tropical haven for them and they insist on visiting my mining operations. SPIES, every one of them!

"So senor, you say you were just looking for the banos..."
"This nice officer will show where they are..."

 Nice touch.

... and why not?  When they land in your country they land in your jurisdiction.  Answering for your acts you can leave up to your diplomatic ministry.

Oh...I just thought!  When the US gets pissy with us and sends that gunship, we could (with the foreign embassy) kick out all the US diplomats!  Or.... throw them in jail and not allow the US representatives to visit them....we'll say wse're conducting an investigation...yeah that's the ticket.....an investigation....

College sit-ins. I don't think so!

El Presidente has a lovely RE-education facility on the other side of the island for just some occasion like this!

Slackers. El Presidente held down a dishwas* um, manager's job at Taco Cabana while attending North Southwestern Montana Technical College (Go Beavers!). They should be studying, not sitting. I give these freeloaders free school, room, and board. They should be singing my praises, not raising a ruckus.

GUARDS. Got find me some agitators at the school! The prettier, the better...

Actually a customs office is a great idea.  As would be detaining tourists...but you know, do it once and the whole trade would be gone.  As for college sit ins...while I really love John Lennon's music I prefer that the college sit-ins in Tropico be the soldiers sitting in on the students (just to observe them of course). "No, this machine gun is not loaded.  No, no that is not a real bayonet."

I would expect maybe to lose a point or two with your overall  tourism rating... maybe some adjustments by the US too

Just using the evict or arrest edict doesn't affect your tropicans that drastically, so logically it shouldn't destroy your tourist trade if you used it against a tourist, although there should be a penalty of some kind.

 Interesting post!

After further review, while it is true Tropicans are not affected too much by arrests and (other family members) eliminations, I think tourists would not come too much if you detained some.  After all, how many people travel to Iraq?  I mean from France, England, United States, Germany and such.  Not many.  Iraq has many other issues going on (and I do not mean to pick on them) but they have a history of detaining tourists and others.  Therefore, I think the punishment for detaining tourists (especially since we are detaining them to ransom them off) would have to be greater than the reaction of our lovable Tropicans.

You are absolutelyh right.  It would affect your Tourism Rating which consists of (among other things) your political stability adjustment and your US relationship.

These are already built into the game, but certainly would be affected; and yes arguably to a greater extent when tourists are at question.

Wouldn't it be fun to have though for us badguys!
