In one game, despite having high revenues and treasury and bankers working at it, my Swiss Bank Account balance was completely frozen for quite some time (like 10 years or something.)

I'm not sure exactly what caused it.  I think it might have had something to do with changing a Bank's specialty.  I had 3 banks - one set to Urban Development, two to Swiss Bank Account.  At some point, I realized that I probably wasn't going to need the construction discounts all that much, so I switched it to Swiss Banking also.  I think that might have caused the problem somehow, with all 3 doing the same thing?

I tried switching all or some back to Urban Development, then switching back, but that didn't seem to shake it loose.  Then I switched them all to Offshore Tourist Banking (despite having no tourism industry) for about a month, then back to Swiss Bank, and that seemed to free it up again.

Hmmm, weird.  The only thing I can think of is that either your bankers were very inexperienced and couldn't siphon too much or that your national treasury was negative.  From what you said neither of these conditions were true.

Nope, neither of those conditions were true.  My bankers were stealing money for me at a pretty good clip (and were mostly skilled in the 90s or so, I think - I had an extreme Education Presidente.)  And I had about 100k in the treasury all the time.

I noticed the same thing, Sue.

I was just watching the dock workers load a couple of freighters (don't ask why) and watched the Treasury totals go up big time (it was a load of high grade jewelry as well as smoked meat).  While my Treasury went up...the swiss account just sat there.

Later on, loading a freighter, the swiss money started to grow again (I don't recall the time frame).

I made no changes in the bank...all the fat blue banker boys were the same that had been there (they liked the banana milk shakes, I guess).

So I think you are right...might be a little glitch in the accounting system.

I just had the bug occur again in a different game, though this time I wasn't able to figure out a way to get the Swiss Bank Account "unstuck."  Last time, a temporary switch of all banks to Tourist accounts seemed to do the trick.  That perhaps didn't work because my first bank in this game was for Tourist accounts, second for Swiss Bank account.  Fiddling with the two banks' settings didn't change anything this time.

I have a new hypothesis, though - I think the bug *might* have something to do with the Tax Cut edict.  The beginning of the problem seemed to coincide with the time I enacted a big tax cut.

Grrrr.... This bug is really starting to drive me up the wall!  I run into it in just about every game.  It's infuriating to have a treasury of over $300,000 but a completely stagnant Swiss Bank Account, no matter what I do!

Are there any cheat codes that add money to the Swiss Bank Account?  I generally try to play within the rules, but at this point, I'd love to be able to just give myself some approximation of what my Swiss Bank Account *should* be.... Angry Angry

Update: If your Swiss Bank Account starts "flatlining" due to this bug, exiting and restarting the game *seems* to fix it.  I exited out to Windows altogether, but it's possible that just going to the main menu or reloading a saved game might do the trick.

Have you tried restarting from the autosave?  I'd be interested in knowing if it would work since it would be faster than saving the game and reloading it.

I haven't tried that, and I'm not sure I have a bug-ridden saved game to try it from anymore.....

The "Tropicology: Banks" thread points out a couple of facts which probably account for what she saw as a bug\problem. Changing options entails a non-productive period, and the "Slush Fund" option is attendance based, i.e. the Bankers have to be in the building to be productive - like Factory Workers.
