Maximum Pay Bug

I thought I would try a random map with one of my faults being Cheapskate.  I wanted to actually limit the amount of cash I could spend on wages.  Anyhow...all is going along well.  Each citizen has only the 25 coins visible, until I get bankers.  Bankers can be paid up to 50 still?!?!  Are they embezzling or something?  Do we need their services so much more than anybody else's that we can pay them double?

 Not sure if this is a bug, could be a 'micro-feature'.   It only works for certain banks.  It works for 'off shore accounts' maybe you or the World Bank can't reach that far.  However You 'Slush Fund' is effected by salary caps (This seems a little odd.. the embezzlers should be embezzling a little for themselves).   Not sure about 'Urban accounts' but I suspect they are capped.

I haven't checked it personally, but it appears that this "bug" is limited to one option on the bank building - the tourist attraction, "Offshore Banking."
