Meaning of "You Rule"

On the box art it says Tropico.

Then beneath it has "You Rule".

My question.  What does it mean?  Is it a statement of praise for the game as in "Hey Tropico, you rule man!"

Is it a statement of intent?  "Tropico, you shall rule us dude!"

Is is a statement of command for me?  "The game is Tropico.  YOU eddyatwork will run things"

Is it a statement of description?  "Tropico.  The player runs the show."

Is it something beyond even my reasoning?

Someone help me!  At least give me the game so I'll stop posting stupid things like this.

I had thought You rule means that it can also be dangerous to be at the top of the state.But in front of this sunny, green isle it must mean something very good.The 2 words give the player self-esteem and show him that every little person out there can be a great leader.
