In my view, it's impossible, i have never been able to build one. What do put down first, how far away do you put it from your palace, how long should it take, what do you spend the starting money on???? I have tryed to answer these qustions myself, and when i do, i make no money, don't have enough buildings for them, and when the first hotel is opened, my tourism rating gos down to 24.

Well General Jack, there are many ways to make a good tourist paradise. Fiest and foremost, build your tourist attractions before you build/open the hotel. This way your hotel gets a higher rating. The hotel rating is based on envrionment, crime and the quality of the attractions near it. Also on the skill of the maids. You should build your hotels near the beach. This was you can build beach sites, which are cheap and have a very good quality rating. Building a bank nearby is also good, switch it to Tourist offshore. One more reason for building attractions before opening the hotel is that the first tourists determine the interests of the later tourists. So if all you have is a scenic outlook or a bar and they all flock to it and then you build a casino, the chances are high that they won't visit it. Your aiport can help you keep out the riffraff by accepting only first class passengers who spend more money than slob toursists. If you have a television station, issue the 'tourism campaign' edict. This will raise your rating for a while. Mardi Gras and Headliner also boost your tourism and entertianment ratings. Be sure to raise your prices above the ridiculously low defaults the game puts in!! Hope that helps.

Thanks MP, that's a great help. Should i put up a highschool and collage as soon as i can to get workers for the casino and things??
Another thing i have never been able to do. Allow and win free elections. If i don't allow elections, liberty goes down. Does low liberty effect tourism or am i going to have to try and be....NICE!!!....to my people (there not worth it, they should live in shacks, they should thank me for giving them rubbish to build them with)

I'm not cut out to be a dictator. I've never been close to losing an election, ever. The people seem to love me! But I don't ever have any fun with eliminations or arrests. There's no reason to arrest anyone, they're all too happy! Ah well. I'm going to try to build up a tourist paradise next time. I heard once, probably on the boards, that putting tourists upwind is better because they get clean Tropican air instead of dirty Tropico Polution air.  Oh yeah, is it possible to build any type of housing around the tourists and not hurt the tourist rating? Like, luxury houses or regular houses?

Well you really only need high school workers for the casinos and sports complex. You don't need college grads unless you have an archeological site you want to 'develop'. Which is another reason I like it, since those intellectuals are hard to keep!
Liberty does plummet if you deny elections. If I do this, I build a TV station and set it to BBC to counter the effect as much as possible.
Tourists don't mind the liberty drop, AFAIK. But they run when they see a coup or rebellion. Its very funny. "The guidebook didn't say anything about this...!" But I've read where they say don't put guard towers near tourists, put in statues. That might help.
And yes Jythier, I've read that too. Pollution means the einvironment is spoiled and toursists don't like that! If you will check the four things they base thier rating on, crime, environment, attractions and hotel.
Keep these good and you'll keep 'em coming!!

But how do u build the attractions (pool,beach site etc) before the hotel??  :-/ i've had to build the hotel first before i get any good tourist attractions built and my tourism rating drops to 30 straigth away.  :-/

You can't build the attractions until you build a hotel or bugalow. Building one bungalow is cheep and quick and if you block out the job so no one works there then you won't get any tourists. Now build some attractions, then build some hotels! Tourists arrive have lots to do and tourist ratings are good! There's another thread about this somewhere.

I tried building a tourist paradise... built up revenue with Cigars, then built a electric plant, then my luxury hotel, surrounding it with all the things a good luxury hotel should have around it... It doesn't net $100 grand a year but it's enough to build up the rest of the island, and get even more tourists, and build up more... I have a split down the middle of the island, with Luxury Houses, tourists on one side, locals on the other. It works alright. Of course, when I did this, all my trees fell down... wonder what's up with that?

Jythier, you might have pressed the "T" key. This makes all your trees invisible so you can see the entire island. Is that the problem?

That's likely it! I was playing around with tracking (shift-T) so I remember missing a shift (Ack, too much Gran Turismo in my blood!) so that must be it. Hopefully. Else, my trees are all gone. Good to know, though, 'cuz it was a lot easier to build with no trees in the way!

Evenin!
First, the trees are still there, you just can't see them. When (and if - grrrr) the construction workers show up to build, they first clear the trees. If you look closely enough, you can see the stumps on the ground, and if you don't have a road, the Tropicans will zig-zag around them.
So build roads! The tourists also appreciate a road from their dock to their hotel. (And, strangely enough, those lazy teamsters enjoy roads. Pry so they can get back to the bar faster. Grrr)
Also, check your dictator attributes. No sense trying to have a tourist paradise if you're scaring away the tourists because of who you are.
I've always stayed away from the cheap hotel, I don't think it's worth it, but that's just my two cents worth...

i've always supported one or two cheap hotels to begin with but no more, they get the process started...
but maybe I'm just saying that to argue with Mooski!!

Evenin! Ok, this is pry been covered in another thread, but I will express my opinions on tourism... Cheap Hotels are not worth the bits they're printed on. They cost what, 3K, where a nice hotel is 5K, and the tourism rating is 15-20 points higher? Spend the extra 2k and get the nicer hotel. Plus, with a fully staffed diplomatic ministry (you do have one of those, don't you?!? Of course you do! Apartments for 2.5K? And just 3K when you have the 'special building permit'? Where do I sign up?!? ) which will increase your US percentage 10-15 points, which bumps up the tourism rating, which means more bucks. And with a cheap hotel, you just can't get there from here. For 'getting the process started' or 'priming the pump', an unstaffed bungalow does the trick quite nicely. Then again, Skeeber just wants to argue...  Happy Happy!

It's almost impossible to build a tourist empire, just tourism, without building a cheap hotel to start off with. I wouldn't hesitate to put it too close to town, as it's only just to tide you over until you have the money for a better hotel, which you can build attractions around to really boost TR... hmm.

I may be misunderstanding with Jythier was saying... but I've had success building up a fantastic tourist industry without having to build a cheap hotel or bungalow first.
What I did first was to first develop my archaelogical site and make sure it was staffed (even though this wasted money for about 2 years because there were no tourists.) This site was located far away from my main town, so it was unspoiled and beauty was uniformly high near the coast. I next built a rudimentary 'town' -- construction office, teamsters office (only half staffed), marketplace, and police station (not needed?) with tenements or apartments for the workers. Also a dock and roads to connect to farms and to connect to the area down the beach that would be the new tourist mecca. As soon as this is up... it took about 2 years (thanks to help from my preexisting 3 construction offices - man those guys had a long walk!)... I began building a luxury hotel (my first hotel of any kind) down the beach in a spot with dark green beauty, making sure to switch my original dock to "freighters only" so that tourists wouldn't come in on the wrong side of the island (I left the new dock on "service all ships" since the dadgumed teamsters immediately started putting cargo there.)
Immediately after the luxury hotel was built, I began building a nightclub and a spa. But the tourists arrived long before those attractions were built. They had to make do with the archaelogical site, but hey, I set the price to $37/visit (to make sure that 90% of the tourists would be able to afford it) and they seemed to love it. I realize that my tourist rating should have taken a hit... but it didn't seem to matter. Just a few years later, my rating had jumped to 85, then 90, then finally 96 when I added an offshore bank. It was at 99 when I ended the game.
(Edit: Aha, I just picked up a good tip from reading another thread. What I could have done was to set BOTH docks to "freighters only." That way I could have finished my tourist attractions before finally opening the second dock to "service all ships", thereby letting tourists in for their first look at my island paradise. Wow, I must say, Cafe Tropico has the DOPE... much better dope than that crap they are giving away over at gamespot.com. A big "thank you" to all the knowledgeable folks here.)

- Location in relation to Palace makes no difference.
- It's a long term project.
- Accommodations and attractions
You have to build up the tourism rating; you can't start with a high rating. You need to know some basics about real world tourist resorts. - you make your money from the accommodations - not the attractions.
- You do not try to keep your accommodations 100% occupied. The price is inverse to the % occupied.
- Tourists do not like to walk long distances. Build roads.
- Build in "pods" of a hotel + 3 to 5 attractions.
