I have just thumbed through the new PC Gamer (UK) and found an interesting article on a game, scheduled for release in summer 2002, called Beach Life.

Sun, sand and sex are the 18-30 promises made by Eidos of their new holiday simulation, in which players will be able to construct and run resorts around the world. First of all, ruin your paradise location by building your hotel with bars, clubs, beach games and water sport centres, then set your captive price and open for a demanding package-holiday summer season.
Holiday-from-hell disasters that may beset your resort will include tropical storms, food poisoning in the hotel resaurants and guests over-indulging in romance, cheap booze and loud music. Other pitfalls come in the forms of pesky mosquitoes and water pollution.
The pics given are a remarkable likeness to Tropico and anyone interested in the tourist side of Tropico would be well advised to keep an eye out for it.
