I love Tropico and have invested serious hours in playing the game. There are many things I like, including the tremendous diversity of professions within the game. There is one profession, however, that is sadly missing.
In Tropico there are Bankers, Doctors, Engineers, and Professors.
But. There are no Lawyers.

Like Dave, I too am disappointed that lawyers are not included in Tropico. I'd like to see guys with briefcases walking around.
There would have to be two new buildings: courthouse and law office. Each courthouse would employ three judges: a liberal judge, a conservative judge, and a sleepy judge. The liberal judge would acquit all defendants on technicalities. The conservative judge would give all defendants maximum sentences and stern lectures from the bench. The sleepy judge would stay in his chambers until 11 in the morning, and then break for lunch.
Each law office would employ one lawyer. There would be three types of lawyer: a medical malpractice lawyer, a worker's compensation lawyer, and a criminal lawyer. Every medical malpractice lawyer would increase the cost of health care by 10%. Each worker's compensation lawyer would increase labor costs by 10%. Each criminal lawyer would increase the cost of police protection by 10%.
Now you're asking yourself, why would you build a lawyer's office since they do nothing to help you but just cost you money. The answer is you don't build the law offices, they just appear like shacks. Everytime a college student graduates, there is a chance that he will become a lawyer and set up a law office. The only way to slow this process down is to make sure to always have lots of college level jobs available for graduates. Any college graduate who can not find a job will become a lawyer. Law offices can be bulldozed, but the lawyer will sue you and build another office with the money he wins. The lawyer will also sue you for punitive damages, which will be taken out of your Swiss Bank Account.
