I read somewhere that having a foreign ministry allows you to arrange for "half price tenements" with Russia.  How does this deal affect your relations with the US?

"But Mr. Bush, I only signed this agreement with the Russians because we are such a poor country and my citizens desperately need affordable housing!"

Doing any dealing with one country hurts your relations with the other.  But if you have a decently staffed Ministry set to neutral policies, they will offset that hit to the realtions.  In fact, that set-up will pretty quickly allow you to set up the trade agreements with both countries at once, giving you cheap tenements and apartments as well as cheap power plants and airports.

As an aside, the airports are a real pain to build.  However, once built, be absolutely sure you use their ability to send delegations to whichever country you're in good with.  For instance, if you're in good with the U.S. and you send a delegation, you can get a set of 3 bankers and 3 engineers, just like that!  VERY nice.

Thanks PoptopDave.  I haven't done the airport thing yet but I have been riding the line between the two countries.  Even though my background is self made man, I have leaned a bit to the left in politics but once I started selling goods like made, the right loves me.  The left likes me, and I get the benefits of both super powers vacationing together and hanging around the dancing girls.

Do the Americans have anything like the tenement? Apartments at 1/3 the cost?  Where's the Peace Corps?? Teach my peasants better farming techniques!
