... and since I seem to keep hitting the nail on the head when I guess at these things, here's how rebels and camps work.
Rebels are former citizens who, when they get angry enough, wander off into the woods and become rebels. You can't see the rebel's camps, but rebels "appear" and shoot at your citizens, your establishments, and your tourists, and may or may not be chased away by your police or army. Your soldiers can be sent on patrol and might stumble upon the rebel camp, which will reveal it, and then you can attack it. ...

Sorry Brian; but your guess missed big time on this one. What you guessed is what Mr.P and El Malo begged for; what they wanted for years. Phil S. may have misspoken himself somewhat. Rebels are individually invisible most of the time; but whether or not they congregated somewhere in the jungle has never been discovered and reported. It is not even sure that the Rebels build and\or occupy shacks in which to sleep. Do they eat and satisfy the other needs of ordinary citizens?
Giving El Presidente the ability to command his army to go on a patrol NOT within a known, set pattern associated with the Guard Post building; AND to followup on a discovery of this
"camp" (congregation point) with an army attack just is not part of actual gameplay. If such control would have been added, to balance gameplay it would have been necessary to add an AI controlled Rebel Leader and\or double or treble the sensitivity by which citizens would drop out and "go rebel." All that could make gameplay more interesting for the wargamers, but would unbalance the political and economic building parts of the game.
