For Tropico II
1. Create playground for children. I don't know why these kids get to wander around so far away from home.
2. Create different ministerial buildings.
3. Create cabinet positions that can be fill with people from different factions.
4. Create office building.
5. Create nursing home for the elderly.
6. Create Tropicans and Tourists ability to stop, conversate, fight, argue, etc...
7. Create edicts that are leftist and rightist leaning relating to Land Reform, Export/Import, allowing strikes, Nationalizing companies, etc...
8. Create events relating to governing - Events involving corruption in the military, police. Events involving hunger, lack of freedom, etc...

I'd like to see some type of foreign investment. In short, a business is created and maintained by the owning entity (i.e., the AI), just like the foreign military base. It doesn't cost you a dime in maintenance or construction costs, but does employ Tropicans as long as the enterprise is profitable. What such enterprises that can be I leave up to others to decide, but I'll suggest three below.
Building: factory (req. electricity), fastfood store (req. electricity), oil derrick. LIMIT OF THREE BUSINESSES, ANY COMBINATION.
Types: [Factory] clothing, electronics (export only); [Fastfood] hamburgers, fried chicken, pizza; [Oil Derrick] natural gas, crude oil
Improvements: NONE--provided by investor
Notes: one-time "establishment fee" paid to your Swiss account; annual "rent"; uses existing Teamster labor; requires Diplomatic Mission; friendly relations with USA and/or Russia; cannot be started during "Tropico for Tropicans" immigration policy (too much anti-foreigner sentiment); improves Capitalist faction relations by +15%; improves relations with the investing superpower by +15%, degrades relations with other supwerpower by -15%; relations with Environmentalist faction degrade by -10% (fastfood store)/-30% (factory) due to pollution; can be "nationalised" during "Tropico for Tropicans" immigration policy (sours relations with owning nation by -30%, [possible invasion?] improves communists and capitalists relations); if the business isn't in the black in three years, venture folds, workers are unemployed, and building goes derelict (can't be used, only demolished).
New edict or immigration policy: encourage foreign investment, $2000-$5000. Lasts for 2 years, can be cancelled.
Uses a new character, the Foreign Investor, an immigrant type who arrives by yacht or airplane. Earns no wage, requires a luxury house near the business.
Ideally, the type of business would be different depending on which superpower was the investor, but I can't think of what the differences would be. What would the Kremlin insist be produced if they were bankrolling the thing? A radio listening post? (Hmmm... interesting......)

Forced Labor Camp (Building) -hires 4 soldiers -houses 10 inmates -about the size of the millitary base -prisoners produce corn on a fenced plot of ground -farm produces food for about: 60 people, fully staffed *average farm(non-forced labor) produces food for 30 people -term: permenent, prisoners can be released -re-education rate 33% the speed of a normal prison
Force Labor (Edict) -permanent effect, prisoner can be released -requirments: Forced Labor Camp, $500 -prisoner is dragged of by soldiers to a Forced Labor Camp, to produce food -Personal Edict -very badly hurts prisoners families respect for El Presidente (200% of normal arrest respect loss)
