Such a vexing conundrum here...
The Baron, by attempting to equate IQ (a biological artifact of genetics and chance) with national origin (a time-variant function of latitude and longitude), appears to prove his own point vis-a-vis the IQ of Americans. However, Daniel, by first missing the false analogy and then actually agreeing with it, offers contrary evidence vis-a-vis the IQ of non-Americans.  Huh Huh

I've tooken a few short IQ tests...on the ones desighned in America, I usually got into the 140s range(but once I even got 179!). Then, when I took a test designed in Europe, I got 129.

IQ tests are based on the average...thus, the test from europe measured the average as about 15 points higher in Europe, compared with the American tests.

On a more serious note, in Europe (according to the Baron), the average IQ is supposedly 15 points higher.  This, of course, is nonsense, since IQ is worldwide.

Saying that the standard IQ tests vary from place to place is incorrect.  "100" on an IQ test is the average of all the people that have taken that specific test, not all the people on one continent or another.  And I don't know what is more appalling, your grasp of political structure or genetics.  As Maus said earlier,

IQ IS BASED ON GENETICS, NOT ON EDUCATION!

Even if the US education system is inferior to European education systems, there would be no measurable effect on IQ.  And saying that, people on this side of the Atlantic do not have inferior genetic material.

Personally, I think Daniel is the most difficult person on this forum to understand.  I just don't get half of Maus's cultural allusions.  

While my IQ averages from about 140-150, I have gotten lower (and higher) scores on IQ tests.  Just because you scored 11 points below your average on a European test does not mean that they have a different IQ average.

Actually, it is possible to compare scores from one type of IQ test with those from another, by developing a conversion equation (known as "data set norming"), but the process requires many thousands of score sets for each test and a lot of ugly statistical fudginganalysis. Ultimately, you're left with brilliant conclusions similar to the definitive Onion report, which states:

Study Reveals: Babies Are Stupid

A surprising new study released Monday by UCLA's Institute For Child Development revealed that human babies, long thought by psychologists to be highly inquisitive and adaptable, are actually extraordinarily stupid. Take a big healthy bite.  Discover cowchip nasty fake pickle.  Spit out.  Yell about your Constitutional First Amendment rights.  Sue the chain for emotional anguish suffered by eating the pickle.  Be countersued by vegetarian groups claiming that pickles are being discriminated against.  Watch the ACLU get involved be defending neo-Nazi groups the right to have anti-Jewish pickle sit-ins.  Be invited on the Oprah show to discuss how you are so emotionally devestated by the pickle.  Cry on tv (trust me, you almost have to on her show).  Be picketed by the National Pickle Growers of America for ruining the entire pickle industry.  Watch as Congressmen enact a 50 million dollar trade subsidy to help pickle farmers.  Watch the opposing political party call it "PickleGate" and make Reader's Digest under "That's Outrageous."  Remember the lawsuit?  You'll settle out of court for an undisclosed six digit figure.  Remember crying on Oprah?  You write a book, which doesn't do well, but who cares since you got a fifty grand advance.  LifeTime makes a movie showing a woman who is beaten with a pickle by her husband until she snaps and shoots him.  Meredith Baxter Birney stars and stays off the unemployment rolls.  Character gets six month probation.  The National Ad Council makes a series of commercials about pickle nutrition and runs them at 3am when nobody watches.  You retire from the public scene much richer although whenever you are in the grocery store, some wise acre puts a cucumber in your cart (buggy) when you aren't looking.

And this is why Americans are universally despised rule the world.
