Hi Sammy - welcome to the Cafe!

An immigration office is an immense help to your island. What help depends on the setting. Roughly:

open-door : gets you lots and lots of immigrants

skilled workers: makes sure some of your immigrants are educated

nobody gets out alive : stops people leaving your island

tropico first - prevents people from coming in

love it or leave it - gets rid of dicontent people

You should build one early and staff it as soon as you can - it really helps!

I always try to budget enough money in my very first wave of profits to build it.  Building it early really helps boost your game.

By the end of the game, it is the only building that I'm still constantly adjusting.

The Immigration office is hevenly a fully staffed and trained office will change immigration significanly.

  Acutally i find the skilled workers welcomed the most useful since i do not have to hire doctors, once i had 4 colledge educated working as no education workers like labourers and workers, farmers because my skilled workers welcome brought too many in... Oops

I'm starting to wonder if there's something wrong with my copy of the game since I don't get the same results that other gamers seem to with the same action and the immigration office is a good example.  Even on the skilled worker setting and high wages set for high school and college grads, I get no educated workers without paying to import one.

You have to have workers at the immigration office for it to have any effect. The longer they work there, the more skilled they become and the more effect they have.
Here's another thread about the immigration office that may be worht your time.

And just for the record, what version of the game do you have? The number is in the bottom left of the El Presidente's Office screen I think.

charliem, make sure that they are not coming and just filling uneducated worker slots by going into the lists tab in the almanac and checking the education page.  If you have college educated workers working in unskilled jobs, you usually have to fire them to get them to move.  This is a rather annoying feature of the Skilled Workers setting, but it is still worth using it.

Make sure that you are paying the educated workers more than the uneducated, and that it is near or above the Carribbean average, otherwise they won't come.
