this scenario has me stumped.  first i destroy the cannery and it improves my economy.  while i do this, i also build the diplomacy building.  as soon as that is built i send a trade delegation to russia and usually receive $7,000.  before the scenario starts, i convert my farms to sugar.
yet i still can't beat this thing.  any tips?

it's 3am and i finally did it after probably 30 attempts.  FISHED OUT is cooked.  on to the next very hard scenario.

nobody posted a hint so it was all me.  the key is to build a diplomacy building then use the SEND TRADE DELEGATION for money only.  convert all farms to sugar at the beginning and demolish the cannery.

right off the bat i built the diplomacy building, then sent to russia for help after i transferred the high school graduate female to the diplomacy job.  then i sent to russia for help.  i kept reloading until they sent me $7,000.  i built a cattle farm south, a papaya farm north and a construction building west.  i clicked the urgency button to build  on the construction building.

the key is to always use the trade delegation for money.  the second time, do the housing discount and build two tenements.  after that always buy the trade delegation for money only.  ten to 15 years later you can accept the building cost subsidy from america.

never build a major industry like tobacco.  i tried it 20 times and it never worked.  you'll always have enough money in between trade delegation years to build either a hotel, corn farms or a church etc.  but always leave at least five grand in your bank because it takes two years between trade delegations options and your money is always depleted from maintainence costs.

that's it for me.  ZZZZZZZZ!!!!!!!

Rob,

Congratulations. I saw your initial post and didn't have much of a chance to play the scenario (having never attempted it before).

It seemed that however successful your sugar farms were, you could never really get too far ahead as the airport kept draining your finances. I think you did have the right approach by constructing the Diplomatic Ministry and sending off trade delegations (although I'm not too sure you should keep re-loading until you got the result you want). I also thought that you may as well bulldoze the two fishing wharves with your initial funds - at least you don't have to pay upkeep once they are destined for rubble.

One thing I learnt ... you can't bulldoze an airport (at least in this scenario you can't).

hey cam,
thanks for responding.  i thought about nixing the two wharfs but wanted to save all my money at the start.  i did learn in the 20 or so games that i played that the upkeep on them was very cheap and that dozing them would cost more in the long run.
the reason?  i expanded toward the wharf's and opened the close one up for service within ten years
(i think).  the fishing trade actually comes back fairly quickly to a dark green color.  it fed many people.
the second wharf i never opened and ate the cost.  i forgot to doze it. Embarrassed

Just wanted to post briefly.

I found the strategy posted in this thread is actually much more difficult than the one I used. The only way to win this (well maybe not the only way, but the most effective way), is to build a tourist industry from scratch, without going through the usual route of building somthing else to finance it.

The difficulty is that the way the board is set up decieves you into thinking you should expand towards the spare dock near the cannery. But you can't get down there without chaining construction offices down the coast until you can build a tenement down there to get workers to move to that area, and build up a town.
Unfortunately, you don't really have enough time to do that, and you need a source of money to finance the process, which diverts you into attempting to build up an industry. 

What I did is to immediately build a cheap hotel on the coast near the airport.    By putting it on priority, and forcing workers to fill the construction office, I was able to get it and the diplomatic ministry built with the initial funds. I set all the farms to sugar, shut down the cannery,  extra dock, and fishing wharfs, and set their maintenance to "back to the sea". The sugar sales gave me an early infusion of cash that allowed me to then use the trade delegation to get an aid package, as suggested above. 

With that money I built a beach site and pub, which got tourism off the ground. Then I built a cattle ranch and logging camp since I was going to have to turn my farms off of sugar, sicne the people were starving. I also built a construction office over the hill and another to the south.

By this point, the soil conditions had improved so I could switch to pineapples, which kept my people from starving, while the ranch and logging gave me a steady enough cash supply to start expanding a tourism industry along the coast by the airport.

I found that even building a lumber mill was counterproductive though.
As soon as the construction office on the other side of the hill is built, add a tenement next to it to house the workers so they don't have to walk as far. Then build a hotel on the nother coast. Keep using the diplomatic ministry to get extra money, and occasionally, skilled workers. The building subsidy is also good.

Once you can get a hotel built (conditions on the other side of the road that runs diagonally north of the airport) then the tourism industry becomes the main source of cash, and you can build a large tourist region on the other side of the hill. Ignore the southern dock and just use the airport to bring in tourists.

As soon as the cattle ranch and logging camp start producing income, use the funds to build a school and college, which will supply workers for a church and clinic, and keep your people from revolting. I rigged every election so that their liberty wasn't too low, but I didn't waste money trying to make them happy. Build tenements and apartment complexs to house them, using the russian development aid.
 
After building two hotels, a restaurant, and a couple more beach sites, the cash started really rolling in, and then I could use it to rapidly build a huge tourist region, with electricity, a luxury hotel, conservatory, gourmet restaurant, etc. It takes a lot of hotels to get 100 tourists, and it's hard to get a rating of 60 without buildings that use electricity, so you should also build a power plant as soon as the tourist revenue starts really flowing.

I think this is a really tricky scenario, which is cool, because it forces you to get a feel for how to build a tourist industry from scratch. In the end, the things that seem to be harder are actually easier.

Fished Out

Before you get started know that this is one HARD scenario. The first thing to do is to get rid of the cannery. Then start building hotels everywhere. Don’t try to make any other form of income.1 Concentrate on just building various hotels and attractions. At the start you will probably have some problems because the soil is horrible for growing everything except for sugar. This is fine for making money but not good for trying to feed your people. Eventually the soil evens out and corn becomes a viable farming good. This one really just requires a lot of luck.

1 Don't waste time on building anything but hotels and attractions - except a Marketplace by the main dock to keep the food from being exported - until they start paying off. You need only one Dockworker at the main dock because you want the freighters only to bring immigrants - not to take exports. Fish is food; pineapple is food.
