Help!! Housing Quality

How can you raise the housing quality above 60 !!!

The housing quality is the average of all the residents' housing. To raise it above 60 you would need to build homes that are above 60. That would be blues, luxories, and condos.

when you all begin your games what type of houses so you put your peons in? also, do you eventually replace this houseing?  how soon? with what?

I first used bunkhouses, then i got Russian Development Aid and most of my people live in apartments or blue houses

I usually use apartments to house the majority of my population, and then, when my city is rapidly expanding outwards, I place dozens of houses within the city limits in an attempt to centralize. This is really good as it gets rid of shacks and fills in unused space.

I'm not a big luxury house person and I usually don't keep generals, who often require the perk of a luxury house to stay contento.  

I sometimes use bunks to start, but always country houses.  I graduate to apartment buildings once the Russian aid is in place.  I use blues for the higher end workers and one or more slums placed on the outskirts of town to house those on social security or who are unemployed.
