Married Workers

I'm finding developing more remote parts of the island difficult.  I try to build a new construction office, housing, market, etc, so construction workers won't have to walk far once they get over there, but workers married to a worker from the other part of the island still walk all the way back to where the family lives to rest.  Then they must walk all the way back to the construction site, using up all their energy. Any suggestions?

Just thought i'd mention that if there are -jobs- on par with his interests and academic level near the spouses work area, as well as decent and available housing, the couple will frequently move, and the spouse will take that new job.
