I asked Frogcity if the editor would be the same as in Tropico (inside the game) or standalone, and this is the answer from Garry.

"You make a your island map in a map editor that is technically in the game, but the simulation is not running. You make a script for that map outside the game in a text editor. The script is the bulk of the work, the map part is very quick."

If I had a bottle of imitation rum lying around, I'd take that bet.  Smiley
It sounds to me that it will be just like Tropico, you generate a random map and then edit it if you want. It doesn't say you can't edit the ground.
And using a text editor, is exactly how you create scripts for Tropico. I wouldn't call Lord Corwin's Editor a text editor. It's more of an event adding program.

The only editors I've ever looked at are RT2 and Tropico. Embarrassed I kind of like writing the scripts in Notepad. I hope T2's is like that. As for editting the island itself, I've not done that much at all except to add ore deposits. I once tried painting in grass over the area from where I had moved the palace. It seemed to revert to wasteland very quickly once I unpaused the game.

Gee I think this thread really belongs in the Tropico 2 board, but I'll add my thoughts here.  After looking at the scenario file in the demo, assuming the final version will be the same, I would say both CK and Railnut are correct.  It is coded in what looks like computer code and I can't imagine anyone learning that and writing it from scratch as in Tropico.  So I think the scenario creator will be more like RRT2 where you create events in the editor itself similar to Lord Corwin's editor.  Then it writes it to a text file.  This is good because then you can also edit it manually as Bly has shown.  And I think the map editor will also be integral to the game as in RRT2 where you create or edit the map fully within the game without using the cheat codes as in Tropico.  Just an educated guess at this point.  With apologies to Brian.
