Educating your pirates is a pain, as each pirate must be checked to see if they need a skill increase, then the training edict selected then the type of training selected, then you have to relocate the pirate and finally click on them
For this reason, training the whole crew of a large ship horribly frustrating.
To remidy this they need a edict like "donate money to crew" that affects the whole ship called "educate crew in" which would send everyone to the school in one command, takeing turns (since schools can only educate 6 at a time)
another problem: Ransoming wealthy captives. Yeah it's easy when you have half a doze, but what about when you have 4 dozen? They at least need a "ransom ALL captives" edict.
Finally the "give pirate a parrot/hat/pegleg" edict is also a pain. Not as much as the others but maybe an edict like "Free handouts" would allow pirates passing by the shops to equip them without you haveing to assign them.
These are just annoying things, they don't prevent any aspect of the game from being used. I have yet to encounter any of those bugs so the game looks nicely polished so far.

How many teamsters does it take to change a lightbulb: 1, but it'll never get done. There are 38.4 units of lightbulbs piled up at the factory and nobody is doing a dadgumed thing with them.

We realized that the targeting edicts might be too repetetive and we put short-cuts to make it easier. It sounds like you might not know this:
For ransoming FIRST go through the edict menu and the pop-up and get the targeting cursor up.
Then open the almanac and go to the page with the wealthy captives.
Then hold down the ctrl key and start clicking. The edict can be issued as many times as you wnat without going back through the menus.
For press-gang you can use the ctrl key also. Select the stockade and start clicking on captives.
For donate it works also.
For educate, you can use the ctrl key with the ship detail open and order all the pirates on a crew to go to school at once. Of course the schools have only limited number of slots so they will have to wait their turn.

The Tropico 2 site forum also had this in regards to edicts:
There is actually several other ways you can do this:
1. The wealthy captives like to hang out at your entertainment establishments. You can click on one of these establishments and click on a wealthy captive that is inside and then click on their ransom shortcut.
2. There is a ransom edict you can use - It's located in the Individual Attention section, bottom row, second from left. Select this edict and if you hold down CTL when clicking on a captive you will be able to continue ransoming captives until you release CTL. So, you could go to an entertainment establishment and ransom several wealthy captives, one after the other.
3. Use the above approach, but this time go into your Island Log and select the wealthy captive tab (the fancy boot with the ball and chain) and this will show you all wealthy captives on your island. After selecting the ransom edict, go to this page, hold down CTL and ransom away.

The problem with using the control key to educate an entire crew is that it appears you can still send pirates to train in things that are already maxed out. The cross hair pointer is always white when you target a pirate even if the pirate is level 5 in what you are trying to educate him in. If it worked like parrots and hats where it turned red and wouldn't allow you to select a pirate that didn't need it, then it would save a lot of time.
I also run into a problem with the educate edit running an animation sometimes that forces me to wait until it ends. I have to wait to click on the $100 button. It seems to take about 30 seconds which seems like forever. Might be my system is bogged down. Maybe only show this or require the $100 button to be clicked the first time.

Something else you can do to "cook" wealthy captives. In the almanac under Weathy Captives you can check on their over all happiness. While no one cares if they are truely happy, the bottom teir to the left TENDS to be the captives that have been on the island the longest and thus likely to be worth the most.
So, if you are a weathy captive/ransom pig, you can pick the ripe ones for a nice price quickly.

It would be nice to have an edict that states something along the lines of 'educate all pirates', pertaining to a certain skill. This way, the computer could decide who would most likely need it, such as those on ships first, and then maybe guards second, and will automatically send more to the school when the previous 6 have left. It would save a whole lot of micro-management. Of course, the normal method of education would still be desirable for educating your sea-going pirates quickly.

Oh man! I am so glad I read this post! I went on an 'eduacting' spree last night with my 70 pirates and it took forever to cycle through them. I mena, I click on the edict, open up the journal and click on demographics, then the appropriate skill. But I was doing that process each time for each pirate! I had no idea about the Control button! This calls for a big WooT! WooT!

Anything you want to do in the game you can do multiple times if you hold down control. It's not just edicts. Holding down control allows you to build multiple structures of the same type without having to reselect it each time, to bulldoze without having to go back to the bulldoze icon each time, practically anything you can think of.

Yes, it would.
See, you have to hold down control the entire time you're getting beer, in order to be holding down control the entire time you'er getting a beer and still have the keyboard plugged in, you'd need to have a laptop. Since you're bringing the laptop with you to hold down control, you can just play the game in the kitchen and reach as many beers as you want.
Now, if you're using a desktop, it won't work because you're either not holding down control or the keyboard's not plugged in (if you brought the keyboard with you to keep holding down control) and in either case it doesn't work. If, however, you have a friend hold down control for you so you can get multiple beers, you might as well just send the friend to get you a constant stream of beers, kinda like your own personal beer hauler. And then you wouldn't need to get up or hold control at all.

Best posts I've ever read! I'd seen the pop-ups about it with the patch, but didn't understand how it really worked. I owe u a beer for all the time I'm going to save with the Ctrl Key! P.S. If you're in a scenario tight for time, u can pause the game while u select captives to ransom, etc.

<Ctrl> ability is great! It also works for building erecting/bulldozing; pirate assasinating; money donating etc.

Aye, Mateys, after selectin' the edict, I use my 'pedia ta get ta the screen what be organizin' me scurvy dogs by skill level. Usin' the ctrl key thar be most helpful, if you know my meanin'.
