Does the game support multiple campaigns, or just the one that comes with the game?

Essencially, I am asking if it is possible for not just user created scenarios but also user created campaigns?

And mine makes two.

If someone were to create a series of scenarios and name them Episode1.txt and Episode1.{} through EpisodeX.txt and EpisodeX.{} (where x is however many scenarios they have), and place these scenarios in the Tropico2\Maps folder overwriting the current campaign, could they effectively create a second campaign?  Or is there some special scripting bit in the campaign that would prevent this from working?

One thing I thought about trying was to extend the existing campaign by starting at 17. You would have to finish the regular campaign first though for this to possibly work.

It's possible 16 is a hardcoded number, so it only looks for 16 episodes, but try it and let us know if it works.

The game currently only supports one campaign. The campaign is defined by text and data spreadsheets which are exported into the text.{} and data.{} files.  You could drop in replacement episode maps and scripts into the Tropico 2 Maps/ sub-directory, but I'm pretty sure the episode names and descriptions in the front-end campaign screen will be the same.

Yes, jonedwards is correct.  I tried swapping in another scenario with episode 1 file names but the name and description are still the campaign ones from the data file.  You could hexedit the data file if you really wanted to, but it would be tricky.  However, if you ignore the descriptions, the swapped scenario does work.
