 One of my pirates was close to getting disgruntled, so I went to check her out.   It showed her intent to go to an inn, but she was for some reason hanging out at the door of a gambling hall, never moving.   Her needs were growing, so I figured I'd just assassinate her.  Well, this poor hapless fool of a pirate trying to assassinate her just runs back and forth between the gambling hall and the inn, never finding her!   And HIS needs start growing, as he cannot finish his task.
I set the gambling hall to be demolished, and upon completion of this task, I'm left with a red building that I can still click on, that says "demolished".  Can't build there, she's still stuck there, and the would-be assassin is running back and forth.
Bug, maybe? Undecided

This is in a sandbox game, shipwreck condition.  

Dunno if there's a fix for it, but figured I'd report it.

I had that problem myself but got lucky cuz my auto-save had just saved the game. Once I loaded again it "fixed" the problem. You might want to re-load as close as possible to the point where she got stuck.
Hope ya got a save close to the incident.

This Pirate, named Alois, was one of 19 people who was landed from a cruise that docked in mid February.  he along with the others left the ship/dock in a crowd.

4 months later hes not even cleared the beach area.  Stuck fast.  He wants to go do his overseer job at the Sea Ration factory you can see in the top corner.

Ive tried firing him from the job, and he takes another, but he still wants to try complete his path to the sea ration factory even though someone else now overseers there.

Also tried giving him a house which after repeated demolish orders has removed his cash from his pocket but made no difference to where he wants to go...nor the fact that hes still not moving.

I tried clicking on him, viewing his stats, changing the road layout...no joy.

When new new schooner docked I rotated the crew applications until Alois took a job.  That made no difference either.  Even though he was now crew...he was still dressed as an overseer and still wanted to complete his path to the Sea Ration factory.

So I issued a demolish order on the Sea Ration factory.

That did the trick. His path was cancelled.  He changed his clothes and headed for the ship.  No longer stuck.  Smiley  (Then cancelled the demolish order)

So if you have a stuck person..demolish their destination.  Just be careful on the demolish timing in case you lose goods in transit.

Cool. I had the same problem with a pirate at a casino. Sad I tried the assassination thing too. Undecided He was stuck trying to get to a brothal, same conditions. He's still there, stuck in the door, because I started another game for unrelated reasons. His assassin continues to stalk him in a never ending loop reminiscent of Elmer Fudd and Bugs Bunny. Cheesy Oddly, neither of them ever went into disgruntled mode even after their stats bottomed out. Huh I will try your solution but I am reluctant as the brothal has been there awhile and I am happy with the staff. Guess I'll have to write everyone down and chase 'em after they leave. Undecided
On another note, the picture of your island is interesting. Is it part of a spur to the rest of your isle? Is the spur/spit depicted as a result of your choice of water coverage? Just curious. I've been sticking to low water coverage so most of my islands are fat and happy land masses of a nearly square nature. I know this stuff was posted awhile ago so if you find it just make a quick note if you can.  Smiley Wink Grin

  I had a similar problem with a pirate going one step backwards and forwards on a beach.  There was no road nearby,  when I built one there she stopped this mad rage.

Today, I had Bloody Mary get stuck on a dock! I didn't think it would happen to a Captain but it sure did to me today. Sad Angry I only lucked out of it because I happened to save the game right before her Frigate left the main map on a cruise to Panama. Grin She had to go through the cruise again but I had to stop playing while she was still out there so I can't tell you if she'll get stuck again until later. Here ARE some things that I noticed about the condition though - see if any of your observations were the same.
1) That the condition of a trapped pirate happens during a large game, usually when I have +400 total people on the island.
2) That incidents of characters just standing around seem to increase as the game gets larger and longer. I could not count the times when my builders would just stand beside the under construction building and complain that they were too scared to move and maybe if they just stood there no one would notice...Could too much scary decor be a factor for captives? If so, does too much defense cause the same response from pirates?
3) I did try the following before reloading the game for Bloody Mary: I demolished TWO of her destinations to no avail. Her third destination was her ship for rest as she had no house. (I have plenty of houses, but for some reason she never claimed any of the many plots I put out there from the time of her hire) Even though the dock she was stuck at had her ship moored to it, still no move.
4) I fired her and another pirate Captain and they swapped ships. That's as far as it went, though - she stayed stuck and Rock went around her without incident.
5) Being too busy - I was doing a lot of stuff at the time I discovered Mary stuck like the fly. I put through a press, a party and gave out a few cash awards along with ransoming my wealthy captives from her cruise. I am wondering if lag over these things being done as quick as I could move the mouse might have something to do with it - especially if she walked in to the wake of one of the captives that I ransomed fresh off the ship. Maybe the disappearing captive left a cyber hole that Mary tripped into. I dunno. Post up anything you found out folks. This seems to be a puzzler. Huh

I got around the issue when I had enough workers to use the 'Press Gang' edict on the 'stuck' worker.  The worker in question changed clothes and changed course.

I've had this problem, too - assassinating the stuck pirate worked for me.

I'm guessing it's a system resources issue - when I loaded up TJ's English Gambit scenario, nobody moved - captives or pirates. They just stood around and twitched! It was pretty funny - but I couldn't play the scenario.
