I am interested in writing a C#.NET GUI for editing scenarios and I am wondering if you might be willing to share the scanner and LL(1) parser for the scripting language used for scenarios.  I would like to be able to load existing scenarios and check them for grammar errors.  Is this something you would be willing to share?

Sorry, Mike but no. It's not a matter of willingness. That code is proprietary (not just to Frog City but to Take2 Interactive) and cannot be made public.

No problem, I understand.  Could you then direct me to a parser/scanner pair ala flex/bison (lex/yacc) that are both free and windows compatible, so I can roll my own?

You could choose to use flex/bison under Windows. I find the Gems books (Game Programming Gems 1-3 and AI Programming Gems) to be a valuable resource. Game Programming Gems 2 has source code for a free lexer in the article "A Flexible Text Parsing System."
