Captains and recruiting

Hi folks, been lurking in the shadows for a while, and I thought it was time to ask a question thats been bugging me.

How come some pirate captains bring back hoards of new recruits and others bugger all? The ships have the same size, setting etc. Which of the captains skills help you to recruit pirates more effectively?

A bit random(how many potential recruits have been killed during the fight?), but also the reputation of the captain(and perhaps of the rest of the crew, don't know)

I think that pay scale (Big Spender, Generous, Selfish, etc) is a factor.  If you pay out lots of gold to the crew, more scum want to join your crew.

I know the payscale has a major effect, but it seems some captains on the same payscale, same type of ship etc, will bring back hoards of new pirates and others none. I am slowly coming around to the idea that reputation, rank etc has a major role to play.

im thinking it's notoriety. I do have a question about that too. how does at least the captain's notoriety go up? I only see an immediate 1 point increase and can only get +1 w/ leg.
