I found this one by accident while trying to catch up housing with fast immigration growth.  Set immigration to tropico 1st, and wait for your pop to decline (it will), clicking housing to note when it shows empty slots.  When empty slots appear, the people will move to their "optimum" location, in most cases.  Help this along where necessary with a few evictions and or rent changes.  THEN change immigration back to your normal choice.  Total time is usually less than 1 year with none of the bad effects of moving EVERYBODY out of the housing. If you time this to take advantage following massive influxes of immigrants, its painless too.  Grin

Try this...

Build sightly more housing then you need.

Pause the game.
Set all rents to maximum.
Set game speed to slow and turn on the housing ocupancy tool.
Wait for everyone to move out.
Pause the game.
Reset all rents.
Watch them all move back in.

If you have well placed housing, everyone will move into a place better suited to themselves and their spouse.

I found that respect is not hurt too much if they don't get to the point where they have to build a shack to live it. They 3-4 point respect hit is replaced by greatly increased worker efficiency... walking a lot less.

My population declines by more than 5 only when I have mass eliminations. Airitha's strategy is very good. Just don't use it in close elections.

If done quickly enough, the Tropicans won't have time to build shacks and everything should be just fine.

Unfortunately, the technique includes some incorrect assumptions. The male spouse picks the house to suit himself. There is no splitting the distance for the convenience of the female spouse. Raising the rent causes a hit not just on 'Respect' but also on 'Housing' -- and recovery is much slower than the drop.

Probably BigTroutz's selective evictions have less risk and may do the job just as well.
