These are the weapons most often produced in Tropico2 although you have an option to buy them via the Black Market.

Two unskilled captives or specialised Skilled Blacksmith's work in the Blacksmith's.  No overseer.

Two units of pig iron from the Blast Furnace is hammerred into a single cutlass.   Speed of production rises as worker skills rise.  

Surplus cutlasses can be sold for a base price of $20 at the Smugglers Cove.
